Modification to Community Decision Making & Review Process Hearings

The Kahnawą:ke Legislative Commission (KLC) wishes to inform the community that the process for holding hearings to create or amend laws through the Community Decision Making and Review Process (CDMRP) has been modified.
The minimum number of participants required for a hearing to take place is ten (10). A considerable amount of work, resources, and costs are involved in holding CDMRP hearings. Unfortunately, the number of participants at recent CDMRP hearings has not met the required minimum. The KLC has decided that the process will now include pre-registration of participants as a requirement.
The newly modified process is, therefore, as follows:
- The Technical Drafting Committee (TDC) will use a pre-registration method to register at least ten (10) participants, subject to a registration deadline. Food and refreshments will be offered to participants. Non-registered participants will also still be welcome and encouraged to attend the hearing. If, after 15 minutes from the scheduled start time of that hearing, there are less than ten (10) participants in attendance, the hearing will be postponed. Those participants in attendance will, however, have an opportunity to provide input on the draft law for the TDC’s consideration. A second attempt at holding the hearing will be made.
- The hearing will then be scheduled for a second time with the same pre-registration requirement as the first attempt. However, if there are less than ten (10) registered participants, the hearing date will be cancelled altogether.
- No further attempts at holding the hearing will be made. The draft law or suggested amendments will be considered acceptable to the community. The community will be informed of the attempts made to hold a hearing, and the law will proceed to the next step in the process.
